as far as I can understand from your letter, you are interested to know if any educational institution has to be registered in St-Petersburg. If that's your question, then the answer is 'no'. Actually, to have the right to teach students, an educational institution has to undergo the procedure of accreditation and licensing at the Federal Inspectorate Service for Education and Science of Russia surbodinated to the Ministry of Education and Science of Russia (http://www.obrnadzor.gov.ru/, address: 33, Shabolovskaya, Moscow, Russia; phone/fax: +7 (495) 208 61 58 - unfortunately, all the information is available in Russian only as yet).
